In 2016, Incumbent Gerald Greene outspent Independent Kenneth Zachary, $13,364 to $6,933. In 2104, Greene outspent Democrat Ezekial Holley $137,062 to $2,000.

NOTES AND SUMMARY

Incumbent Gerald Greene has been in office since 1983, representing a majority black district that has never been represented by a person of color. Greene taught government in the public schools, was named Teacher of the Year in 1991, and has been endorsed multiple times by the Georgia Education Association for his commitment to improving education.

Greene was originally a Democrat but, following his unopposed victory in 2010, Greene switched his party affiliation to Republican.  

In 2016, James Williams (D) announced his intention to oppose Greene. Greene raised questions about the residency of Mr. Williams, despite the fact that Williams  had voted in the district in three elections since 2012. Secretary of State Brian Kemp was accused of quietly changing boundary lines of the district to exclude Williams’ home.

A second candidate, the Rev. Kenneth Zachary, announced his candidacy but had a history that included convictions for disorderly conduct, writing bad checks and theft.

Joyce Barlow (D) is running for this seat in 2018. She is a retired healthcare administrator (President of Englewood Health Care Inc.) and is considered a strong candidate for this race.

Yes.  Community coordinated supervised services would be beneficial to preclude extensive waiting in jail until they can obtain bail money. Needed community services can be performed by these persons.

Yes.  Only if it is needed.
